The event marked the official start of DuPage County&#8217;s Klein Creek Stormwater Management Plan, which will help reduce flooding in Armstrong Park.</p>
<p>Brenda Gramman, Park District Board President, joined DuPage County Board Member Jim Zay, Carol Stream Mayor Frank Savarino, Elmhurst Mayor Peter DiCianni, and Carol Stream resident Lisa Wilson &#8211; who has been affected by the flooding, for a ceremonial brick breaking at Aldrin Community Center. The building will be demolished in early March and work on a stormwater retention reservoir will begin in the fall.</p>

<td valign="top" width="582">PMO Ravanesi advised the Board on the status of the boaring reports on the fill at the recreation site on Gary Ave.</p>
<p>&nbsp;</p>
<ul>
<li>Existing Conditions dating back to 1939 aerial photographs show evidence of alterations of the recreation center parcel.</li>
<li>While there is no evidence of special and/or hazardous waste (per Village of C.S. 1995 Environmental Site Assessment) the fill is undocumented and its source, composition and compaction density are unknown. Unlike constructing on virgin soils, which are nearly always consistent and naturally compacted, constructing on “undocumented” fill soils creates uncertainty; the stability of the soils on which the building foundation is placed is unknown.</li>
<li>The design team of McDonough Associates Inc., Williams Architects and Riley Construction have met on three occasions to discuss the issue.</li>
<li>The current contract in the base bid form includes a $72 per cubic yard allowance for remediation of all foundation issues. The magnitude and expense of the issue cannot be resolved until the quantity is known. The quantity will not be known until foundations are excavated in the field.</li>
<li>The following alternative solutions have been formulated in an effort to minimize costs to the CSPD.</li>
</ul>
<ol>
<li>Build foundations on fill material</li>
<li>Extend concrete footings through fill material to native soils</li>
<li>Lower finished floor elevation closer to native soils and reduce foundations</li>
<li>Remove fill material from entire site and redistribute in layers under supervised compaction conditions</li>
<li>Helical piers (soil screw) to strengthen soil conditions</li>
<li>Excavate fill material and place compacted backfill in footings</li>
</ol>
<ul>
<li>The design team is meeting with a second soils expert to gather other solutions.</li>
</ul>

<li>Water pressure for the concession building is 35psi. Ideal pressure should be 65psi. (pounds per square inch) A booster pump is being investigated to bring the water pressure up.</li>
<li>Another option is to loop the pipe from Wheaton Bible Church property.</li>
<li>The lower cost option is the booster pump.</li>
</ul>
<p>Staff will continue to investigate and bring back to the Board for approval.</td>

<p>Carol Stream Park District volunteer Tony Pedraza, was awarded the Special Citizen of the Year Award at the annual Carol Stream Citizen of the Year Awards on Saturday, Feb 4.</p>
<p>Tony has volunteered as a coach in youth sports for the park district for five years. Last year alone, Tony coached 8 teams including Baseball, Basketball and Soccer.  We are fortunate to have Tony as a dedicated Park District volunteer who goes over and above for his team and fellow coaches.  He strives to help his young athletes be the best that they can be.</p>

			<content:encoded><![CDATA[<p>Are you involved with an environmental organization, local farm, or sell eco-friendly products? The Carol Stream Park District is now accepting vendor applications for the2012 Earth Day Festival and Farmer&#8217;s Market. Over 500 people attended the festival in 2011, and this year the event will be held on April 21, 2012 from 10am &#8211; 2pm at Carol Stream Town Center (Gary Ave &amp; Lies Rd).</p>
<p>Ten foot by 10 foot spaces only cost $25. An eight foot table rental with two chairs is available for an additional $10. Applications must be submitted by March 15, 2012.</p>
<p>All vendors must sell products originating within a 100 mile radius of Carol Stream, IL. Products and services available for sale must be environmentally friendly. Vendors must also provide a Certificate of Insurance naming the Carol Stream Park District as additionally insured for $1,000,000. This must be received 30 days prior to the event.</p>
<p>This is an outdoor event.  Due to the cost of rentals and advertising, refunds will not be given for any reason.
