Policies, Rules & Procedures

The Carol Stream Park District is governed by local, state, and federal laws and regulations. The following is documentation of some of these policies, rules, and procedures.

Adjustment Policy

The Carol Stream Park District staff has made every effort to prepare our marketing material as accurately as possible, however, errors can occur. Circumstances may require that adjustments be made to programs, fees, schedules, etc. The Carol Stream Park District reserves the right to make any such adjustments. The Carol Stream Park District apologizes for any inconvenience these errors may cause.

Cancelation

Avoid Cancelation

Most classes require a set minimum number of participants. Register at least a week prior to the start date to avoid cancellation.

Capacity

All programs have minimum and maximum enrollments. If the minimum enrollment is not met one week prior to the program date, the Park District may have to cancel, postpone or consolidate the program with another program. If the program is canceled, full credits are issued.

Inclusion Services

No participant or spectator shall, on the basis of race, sex, creed, national origin or disability, be denied equal access to programs, activities, services or benefits, or be limited in the exercise of any right, privilege, advantage or opportunity.

Insurance/Waiver & Release

The Carol Stream Park District does not carry medical or accident insurance for program participants or park patrons. Review your personal health insurance plan to be certain that you and your family have proper coverage. All participants must sign a waiver and release in order to be eligible to attend or participate in trips, events, and activities.

Lost & Found

Contact us if you lost something at one of our parks (630-784-6166) or facilities (630-784-6100).

Payment

Full payment for most programs is due at the time of registration. Payment may be made by cash, check or credit card (Visa/MC/AMEX/DISC). Make checks payable to the Carol Stream Park District. There is a $20 fee for returned checks.

Photography Policy

Carol Stream Park occasionally takes photographs and videos of participants at our parks or facilities, in Carol Stream Park District programs, classes, or events for marketing purposes.

 By participating in or attending any Carol Stream Park District activities the participant (or parent/guardian of a minor participant) agrees to the use and distribution of his or her image (or image of a minor child/ward) in photographs, video recordings, and any other electronic reproductions of such activities for any purpose without an inspection, compensation, or any other consideration now and in the future.

Public Comment & Social Media Policy

This policy is posted on all social media accounts.

This policy is to set forth guidelines for the utilization of social media and social network sites that enhance Carol Stream Park District communication and provides information to the public, without violating individuals’ right to free speech. Social media encourages followers to share thoughts, opinions, and other comments on our social media platforms. However, all of these “posts” should be done in a respectful manner. Posts are not edited by staff; but if they are found to be in violation of this policy, the post can be hidden or removed.

Posts (including screen names and profile pictures) can be removed if they contain any of the following:

  • Copyright or trademark violations.
  • Political campaigns or ballot measures.
  •  Obscene, profane, violent, threatening, hateful, harassing, or offensive language and content.
  •  Name-calling or personal attacks, including discrimination based on race, creed, color, age, religion, gender, marital status, national origin, physical or mental disability, physical appearance, sexual orientation, or financial status.
  •  Defamation or accusations of criminal conduct or immoral activity to a person or people.
  •  Nudity or sexual content.
  •  Conduct or encouragement of illegal activity.
  •  Invasion of an individual’s right to privacy.
  •  Solicitations, advertisements, or endorsements.
  •  Spam.

The Carol Stream Park District reserves the right to not respond to social media posts that are condemning, negative, or unbeneficial to serving the public. Not engaging in these types of responses prevents a continuous negative two-way engagement that is detrimental to the district. In addition, the district is not liable for the content of the posts to its various social media accounts and reserves the right to restrict or remove any content deemed in violation of the Carol Stream Park District Public Comment Policy or any applicable law.

In addition, the Carol Stream Park District can choose to remove a follower if that follower’s posts violate the Carol Stream Park District Public Comment Policy.

Refund & Withdrawal Policy

It is the District’s intent to provide quality recreation programs and services. The District recognizes, however, that there may be occasions when the event or service doesn’t match a customer’s needs, or when the customer is unable to participate in an activity. For those occasions, the following withdrawal policy applies.

The participant has two options:

  • Original registration fee transferred to a gift certificate. There is no expiration date on the certificate.
  • Request a refund at the time of withdrawal – all requests for refunds are assessed a ‘Service Fee’ of 10% of the original, total registration fee – ‘$5 minimum and $50 maximum.’
    Refunds under $5 may only be issued as a gift certificate; the minimum value of a gift certificate is $0.01.

Exceptions in which a Withdrawal Service Fee is not assessed:

  • Medical note exception is valid any time prior to the start of the last class and is not subject to a ‘Service Fee’; a prorated refund or credit is issued.
  • For monthly and quarterly payments or memberships, there is no refund of the prior or current period; cancellation of the future months’ charges is allowed.
  • Forever Young Programs – Service Fee applies after the payment deadline, and refunds may be issued prior to the event as long as Supervisor approval is given. No refunds after the event.

No Refunds are offered:

  • for annual memberships including but not limited to: Walking Track, Lap Swim, Coral Cove Water Park, or Bark Park.
  • if participant did not attend all or any portion of the class or program,
  • no refunds after 2nd meeting of class or program,
  • for Summer Camp, ActivKids, or Preschool because of participant’s vacation, illness, or any other absence,
  • for returned (new or used) uniforms or costumes,
  • for Enrollment, Administration, Registration, or Annual Fees,
  • for Punch Passes (that have no expiration date),
    • includes Pool, Open Gymnastics, Open Baton
  • for “Private” Recreational Packages,
    • Personal Fitness Packages, Customized and Private Swim Lesson Packages, Private Voice, Private Gymnastics Lessons
  • for trips – no refund unless the customer provides a replacement; if a replacement is found, Service Fee is assessed to the original participant,
  • for Adult Athletic Leagues –if a team chooses to drop out.

*Additional Note: No prorated registration, enrollment, or administration fee for late registrants.

Severe Weather Warning Procedures

Severe Weather Procedure

If lightning is seen, or thunder is heard, or the Thorguard Lightning Prediction System activates, all activities in the park must immediately end. Patrons must leave the park and seek shelter in their cars or in a building. Avoid areas that are higher than the surrounding landscape, do not use a tree for shelter, and keep away from metal objects such as bicycles, umbrellas, etc. 


Thorguard Lightning Prediction System 

The system is designed to activate when conditions indicate that a lightning occurrence is probable. However, neither the signal nor the system is intended to guarantee that conditions are safe. Systems are located at Armstrong Park, Bierman Park, Coral Cove Water Park, Hampe Park, Red Hawk Park, and McCaslln Park. Each system includes a warning horn and strobe light. The systems are operational from April to October. 

Lightning Detection System


Thorguard Warning Signal 

A Warning Signal (one long 15-second hem blast) sounds and strobe lights activate when a potentially dangerous weather situation is approaching. If you arrive and strobe lights are activated, a potentially dangerous weather situation exists and the Severe Weather Procedures listed above must be followed.


Thorguard All Clear Signal 

All park patrons must wait for an All Clear Signal (3 short horn blasts, 2 seconds apart) and strobe lights to deactivate before resuming activity. If the All Clear Signal does not sound after 30 minutes, the activity is to be canceled! 


Additional Information 

At locations that do not have the Thorguard System, or if the system is not working, there is a mandatory thirty (30) minute wait from the last lightning seen or thunder heard to see if the storm passes before any play can be resumed. However, the game or practice must be canceled if the severe weather has continued after thirty (30) minutes.


Park patrons not obeying the waring signal do so at their own risk. Serious injury or death may result.

Tobacco Free Policy

The Carol Stream Park District’s philosophy is to promote health and a clean air environment. A Tobacco-Free Policy was adopted by the Carol Stream Park District Board of Commissioners at the September 26, 2016 meeting. The use of any and all tobacco products is prohibited in all Carol Stream Park District buildings, facilities, and parks. Smoking is no longer allowed 15 feet from the building, and all smoking containers outside Carol Stream Park District facilities have been removed. Smokers must be off of Carol Stream Park District property completely.

Section 27: Smoking and Matches

Smoking, Use of E-Cigarettes, Use of Tobacco, and Use of Matches in Any Form in Buildings Prohibited.

  • No person shall smoke any cigar, cigarette, or pipe on or within any building located on Carol Stream Park District Property in violation of the “Smoke-Free Illinois Act” 410 ILCS 82/1 et seq, as may be amended from time to time. No Person shall smoke or otherwise use any e-cigarette on or within any building located on Carol Stream Park District Property. For purpose of this Ordinance, “e-cigarette” is defined as any battery-operated device that contains cartridges filled with a combination of nicotine, flavor, and chemicals that are turned into vapor which is inhaled by the user.
  • No person shall use tobacco in any of its forms, including but not limited to any smokeless, spit, or spitless, dissolvable or inhaled tobacco products, dip, chew, or snuff on or within any building located on Carol Stream Park District Property.
  • No person shall light matches, lighters, or other devices capable of starting a fire in any building or any part of the Park System except for the purpose of lighting a grill at locations designated for that purpose, or as otherwise allowed by express written permission of the District.

Smoking Use of E-Cigarettes, and Use of Any Tobacco Products in All Outdoor Areas Prohibited.
No person shall smoke any cigar, cigarette, or pipe in or on any Carol Stream Park District park, facility, parking lot, or trail. No person shall use tobacco in any of its forms, including but not limited to smokeless, spit or spitless, dissolvable or inhaled tobacco produces, dip, chew, or snuff in or on any Carol Stream Park District park, facility, parking lot, or trail.

Penalty
Any person found guilty of violating this Ordinance may be fined not less than $100 or more than $250 for each offense.

No person shall smoke any marijuana, hashish or opium or any other illegal substance in any place in the park system, nor shall any person discard any lighted or unlighted match, cigar, or cigarette in any place in the park system.

Repeal
Any Ordinance in conflict with this Ordinance is hereby repealed to the extent of such conflict.

Severability
If any portion of the Ordinance is found to be invalid by a court of the competent jurisdiction, that portion shall be served from the Ordinance and the rest of the Ordinance shall be considered to be in full force and effect.

Effective Date
This ordinance shall be effective from and after its approval and publication as provided by law.

Waiting Lists

Once the maximum enrollment is met for a class, a waiting list is formed. We create additional classes when feasible. Credits are processed after the first class. Payment is due when being waitlisted. Credits are issued after the first class for those who are not able to be registered.
